You are asking Why is this Necessary?
It is a law in all the United States and in most other countries that all domestic dogs and cats need to be vaccinated for Rabies. When Law Enforcement or Animal Control encounters a dog or cat, they need to verify their rabies vaccination.
Often that information is not readily available, and the animal will need to be impounded. This causes an expense to the impound facility that will be passed on to the pet owner.
Now the clock starts ticking. If the pet owner doesn't get to their pet in time, their pet could be euthanized or adopted to a new owner.
